WTYAA BYLAWS

ARTICLE 1:  NAME

The name of the organization shall be the White Township Youth Athletic Association, Inc. (WTYAA)

ARTICLE 2:  PURPOSE

The purpose for which this association is formed is to provide sports and recreations for the boys and girls of White Township, Warren County, New Jersey, by stimulating, fostering, and encouraging their interest, improving their skill and providing opportunities for their participation in baseball, softball, soccer and other sports.

ARTICLE 3:  MEMBERSHIP

Any person who is a parent of a child living in White Township or who has shown an interest in the well being of White Township youth and also resides in White Township shall be eligible for membership.

ARTICLE 4:  OFFICERS

There shall be the following elected officers:

  1. President
  2. Vice President
  3. Secretary
  4. Treasurer
  5. Membership

Elections are to be held at the first meeting of every new year.

ARTICLE 5:  MEETINGS

Meetings will be held on the second Thursday of every month except July and August; which will be a time convenient to the membership.

ARTICLE 6:  AMENDMENTS

The By-Laws may be amended or revised by an affirmative vote of 2/3 of all members present at two consecutive meetings.

ARTICLE 7:  ABUSE

Any person caught consuming alcohol, using drugs or use of verbal and non-verbal profanity in front of the township youth before, during or after a game, practice, etc.; will be banned from this association for one year with one year probationary period upon their return.  Upon a second offense punishment will be decided by the officers of the Association.

ARTICLE 8:  MEETING DATE CHANGE

As per vote, all meetings are changed to the 3rd  Monday of each month with a start time of 7:00 PM.

ARTICLE 9:  RIGHT TO VOTE

All persons in attendance at meetings have the right to vote, when a vote is called for.  The board has the right to invoke a veto, if deemed necessary.  The President does not vote unless there must be a tie breaker. 

ARTICLE 10:  PLAYING STATUS

All players are to play within their sending district, unless the township does not offer the specific sport, or age group, or does not have enough players to form a team.  No player shall be moved up unless approved by Board.  Only exception would be if the Board deemed necessary to complete a specific team.  Car pooling, playing with friends, etc. are not deemed viable reasons for moving a child forward.  Certain exceptions may be made with the approval of all Board members and league.  All rules pertaining to a specific sport, will not be less than applicable league rules for the specific sport. 

ARTICLE 11:  COACHING/COMMISSIONER

All coaches are to be certified with the NYSCA, or equal, at the expense of the WTYAA.  All full time board members, coordinators and commissioners are of volunteer status and will be allowed to waive any registration fees/sport for their time and effort, effective  baseball/softball season 2012. 

ARTICLE 12:  ELIGIBILITY TO BE NOMINATED/ELECTED AN OFFICER

As determined at the August and September 2004 Association meetings; for an individual to be eligible to be nominated and/or elected as an officer of the WTYAA; the individual must have attended a minimum of 4 WTYAA meetings during the previous 12 month period unless waived by a majority of the then current officers.

ARTICLE 13:  OFFICER ELECTION PROCEDURES

In addition to Article 4 above, election of officers will be scheduled for the first meeting held following the 1 st of January of every year.  Nominations of officers will be motioned and seconded at the December WTYAA meeting of every year.  A quorum of all current officers of the WTYAA must be present at the meeting when elections are conducted.  If for some reason a quorum of all officers are not present or meetings are postponed due to adverse weather, etc.; elections will be postponed to next available association meeting.

ARTICLE 14:  NEW JERSEY STATE AND LOCAL SCHOOL POLICIES/STATUTES AND GUIDELINES

The WTYAA officers, commissioners, coaches, members, players, etc. are all bound to adhere to all New Jersey State and Local School policies, statutes and guidelines while attending and/or participating in an event held in or on any New Jersey School property.  Disciplinary actions will be administered in accordance with the New Jersey State and Local School policies, statutes and guidelines when deemed necessary.

ARTICLE 15:  WTYAA Disciplinary Policy

The WTYAA officers, commissioners, coaches, members, players, etc. are all bound to adhere to the WTYAA Disciplinary Policy as amended .  The Disciplinary Policy may be revised from time to time based on a vote held at a public meeting of the WTYAA.  The Disciplinary Policy will be available to all via the association website.
